Location:San Mateo County, California
Building Permit Technicians process building permit applications for new construction or building modifications within the unincorporated area of San Mateo County.  Duties include reading and reviewing building plans and specifications for completeness and conformance to permit application requirements; calculating square footage of the construction area by measuring to scale; calculating and collecting permit fees by type of construction; entering applications into the Accela Permit Tracking System; and routing and tracking sets of plans to various County departments for review and ensuring their return in a timely manner.

The ideal candidate will have experience working in a fast-paced, customer service environment, with excellent communication and analytical skills and ability to interpret, apply and explain complex rules and regulations.  Experience with Accela Permit Tracking System is preferred.
Currently, there is one vacancy to be filled. However, the eligible list generated from this recruitment may be used to fill future extra-help, term, unclassified, and regular classified vacancies.

Knowledge of:
  • Uniform building code sections as related to the permit process and inspection procedures.
  • Various construction types and building inspection procedures and requirements.
  • Applicable fire, zoning and related laws and regulations.
  • Business arithmetic, including the calculation of areas and fees.
  • Office practices and procedures, including filing and the operation of standard office equipment.
Skill/Ability to:
  • Read and interpret building plans, related construction documents and various maps.
  • Calculate square footage, fees and/or penalties from plans.
  • Interpret, explain and apply policies, laws and procedures regarding the permit process and County zoning ordinances.
  • Perform detailed, technical and specialized permit support work.
  • Organize and prioritize work and follow-up on assignments with a minimum of supervision.
  • Organize and maintain accurate files and records.
  • Establish and maintain effective working relationships with those contacted in the course of the work.

Education and Experience:
Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying. A typical way to qualify is:
Building Permit Technician I: Two years of experience in general clerical, office support or secretarial support work.
Building Permit Technician II: One year of experience in reviewing building plans and processing building permits and inspection reports.

Anyone may apply. Current San Mateo County and San Mateo County Superior Court employees with at least six months (1040 hours) of continuous service in a classified regular, probationary, SEIU or AFSCME represented extra-help/term position prior to the final filing date will receive five points added to their final passing score on this examination.

The examination process will consist of an application screening (weight: pass/fail) based on the candidates' application and responses to the supplemental questions. Candidates who pass the application screening will be invited to a panel interview (weight: 100%) which may include a written and/or performance exercise(s) given before, during or after the interview. Because of this process, all applicants meeting the minimum requirements are not guaranteed advancement through any subsequent phase of the recruitment process. Depending on the number of applications, an application appraisal of training and experience may be used in place of examinations. All examinations will be given in San Mateo County, California and all applicants must participate at their own expense.
