The County of San Mateo Behavioral Health and Recovery Services (BHRS), Office of Diversity and Equity (ODE) is looking for a Community Program Specialist Outreach Worker-Limited Term, to provide behavioral health outreach and engagement services to LGBTQ communities living in the County of San Mateo.
 
The current vacancy is in the Office of Diversity and Equity located in Belmont, CA, but will drive/travel throughout the County to conduct outreach and perform duties of the position.
 
Responsibilities include but are not limited to, the following: 
  • Support MHSA Outreach & Engagement efforts to track and report referrals made to behavioral health care services. 
  • Promote BHRS and other behavioral health services through the County Service Areas (CSAs).
  • Support the BHRS PRIDE Initiative by serving as an active participant, attending meetings, and taking leadership roles leading meetings when needed.
  • Identify, engage, and collaborate with existing LGBTQ community-based entities and other agencies to better communicate behavioral health information and understand community concerns and needs.
  • Develop ongoing targeted outreach plans that support LGBTQ community members with serious mental illness (SMI) diagnoses or that are at risk for SMI, identifying a multi-pronged approach to create awareness, reduce stigma and increase access to services.
  • Perform initial screening and provide information/education/resources as needed and work closely with the BHRS Access Center, to help with referrals and linkages.
  • Link LGBTQ community members to appropriate services, assessment and treatment.
  • Facilitate warm hand-off to appropriate services including follow-up visits and phone calls.
  • Consult and collaborate with BHRS/ODE staff or others to facilitate entry to and assessment of new clients, as well as address engagement issues with hard to reach clients.
  • Lead psycho-education classes, workshops and forums including but not limited to Mental Health First Aid, QPR and WRAP.
  • Participate in ongoing improvement of LGBTQ outreach program(s) and BHRS services and identify needs/gaps.
  • Perform data collection and document, track and report on outreach efforts. Activities may include collection of demographics, initial health and behavioral health status of individuals.
  • Support evaluation activities to determine impact of outreach projects and programs.
  • Contribute communication content about ODE and program work through blogs, newsletters, social media posts, website updates, periodic reports, and program documentation.
  • Support and provide technical assistance to other ODE-related projects as needed.
  • Participate and represent ODE in meetings and complete other tasks as assigned.
The ideal candidate will possess:  
  • A Bachelor's degree or higher in social work, public health, psychology or other related human services field.
  • One year direct service experience in mental health and/or substance abuse
  • Experience conducting outreach activities and participating in engagement in outreach activities
  • A passion for eliminating mental health stigma and empowering low-income and underserved communities.
  • Experience planning, organizing, promoting and coordinating diverse community program activities. 
  • Ability to understand and work effectively with LGBTQ communities.
  • Knowledge in health and human services related resources.
  • Availability to work flexible hours, 40-hour week, including weekends and evening hours.
  • Experience using independent judgment and working independently.
  • Experience preparing concise reports and recommendations.
  • Ability to communicate effectively in writing and orally.
  • Ability to coordinate multiple facets of a program function.
  • Experience interpreting rules, regulations and guidelines at all government levels.
  • Ability to compile, analyze and interpret data using statistical and research techniques.
  • Demonstrated experience establishing and maintaining cooperative working relationships with members of other departments and diverse community groups.
NOTE:  This is a limited term, at-will position.  Limited Term Employees are assigned to assignments not to exceed three years. They receive medical and dental benefits, similar to regular employees, and a defined contribution retirement plan.
