We are seeking a highly motivated professional with exceptional analytical skills to join us as a Finance and Accounting Analyst in the Information Services Department (ISD). The successful candidate will be self-motivated, experienced, and a highly analytical, strategic thinker - a candidate with the ability to solve business problems and deliver insights that enable timely and effective operational decision-making. 

This position will report to the Finance and Accounting Manager and will work with cross-functional teams of the organization (Business and Performance Analytics, Operations, Client Success, Application, and IT Security) to manage and refine the design of organization-wide budgets, revenues, expenditures, chargeback rates, total cost of services, and financial reporting. This individual will analyze financial reports and results, monitor revenue performance, and assist with planning/forecasting and improving existing processes.

 Examples Of Duties:
  • Develop and manage two-year budget, revenue and cost forecasts, business trend analysis, collect and monitor key performance indicators (KPIs), as well as multi-year forecasts.
  • Perform monthly P&L forecast and business review with insights to improve service delivery.
  • Perform variance analysis between budget and actuals to understand drivers of change for management reporting.
  • Collect and analyze financial data to provide insights that influence strategic decisions for business partners and management.
  • Assist with project budgeting and identify drivers that influence long-term operating costs for management reporting and financial planning.
  • Lead a team of finance specialists and accountants to perform monthly closing activities and reporting.
  • Liaise with contract analysts to forecast capital outlays for licensing, fixed assets, contractual, and equipment refresh.
  • Continuously improve the quality, efficiency and value of financial information produced via financial tools, operational efficiencies, and automation.
  • Analyze, design, and evaluate implementation of financial systems enhancements.
  • Identify opportunities to integrate new and existing systems, data sets, and help maintain a world class financial planning and reporting system.
  • Perform other duties, as assigned.


Education and Experience:
Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying.  A typical way to obtain the required qualifications would be:
Equivalent to graduation from an accredited four-year college or university with major coursework in finance, accounting, business administration, public administration, or a related field. At least three year of professional administrative experience is typically required at the  Management Analyst level.
Knowledge of:
  • Principles of mathematical and statistical computations.
  • Principles of accounting and financial administration, including budgeting and reporting.
  • Principles and practices of contract administration and evaluation, budget development and administration, and sound financial management policies and procedures.
  • Strong financial systems and reporting expertise.

A supplemental application form must be submitted in addition to our regular employment application form. The examination process will consist of an application screening based on the candidates' application and responses to the supplemental questions. Candidates who pass the application screening (weight: pass/fail) will be invited to a panel interview (weight: 100%). Depending on the number of applicants, an application appraisal of education and experience may be used in place of other examinations or further evaluation of work experience may be conducted to group applicants by level of qualification. All applicants who meet the minimum qualifications are not guaranteed advancement through any subsequent phase of the examination. All examinations will be given in San Mateo County, California and applicants must participate at their own expense. 

As noted previously, this recruitment is now continuous.  Application screenings and panel interviews will occur on a regular basis as applications are received.  The first round of screening will occur on February 27, with interviews to follow on March 14 and/or 15, 2018.
