The Emergency Medical Services at the Health System of County of San Mateo is seeking
qualified candidates for the position of Emergency Medical Services Fellow.

The Emergency Medical Services Fellowship is part of the Management Fellowship
Program offered by the County of San Mateo. The Management Fellowship program,
inaugurated in 2015, is designed to attract top talent from prestigious graduate schools to
commit to meaningful and value-driven work in local government.

The fellowship program, which creates a channel into future leadership opportunities within
the county, is designed for recent postgraduate candidates as well as current Master's
program students with an expected graduation date of Summer, 2017.
 Examples Of Duties:

The San Mateo County Health System would like to engage a Management Fellow to develop,
organize and coordinate the medical health emergency preparedness and response planning
efforts. This position is in the Emergency Medical Services (EMS) Division. EMS partners
with local organizations and emergency response agencies to ensure everyone involved in an
emergency response is specially trained and properly equipped when disaster strikes in San
Mateo County.

EMS is the agency that regulates public and private emergency medical services and provides
trainings and disaster planning as well as response services. This position will be responsible
in reaching out to the community that is responsible for caring for our most medically fragile
populations. The goal of the project is to help them strengthen their ability to respond in
emergencies and disaster situations.

Some of the specific tasks include:

  • Coordinate and/or facilitate full-scale exercises
  • Engage and foster working relationships with San Mateo County (SMC) stakeholders
  • Implementing the medical health operational area coordination program
  • Developing and socializing a medical fragile shelter plan


General duties include:

  •  Plan, develop and maintain plans for a program or a major function of a program.
  • Develop and implement planning and research methodology that serves to identify service needs and priorities including the development of survey instruments for use in data collection. Collect and analyze data and develop a community profile on specific programs.
  • Identify and pool existing resources in the community.
  • Arrange and/or provide assistance or staff services to service providers, community groups and other special interest groups.
  • Coordinate and work with agencies and individuals in a specific community program to identify problems or facilitate program goals.
  • Organize and coordinate workshops, meetings, or sessions for individuals and groups in the community involved in specific programs.
  • Evaluate specific projects, project goals, program goals and client impact.
  •  Coordinate specific components of a service-delivery system by identifying, researching and analyzing potential or available resources, by mobilizing resources through to preparation of required documents and materials and by maintaining functional and supporting linkages among service providers.
  • Provide technical assistance and consultation to the related agencies, community groups and other interest groups.
  • Hold meetings, provides information, identify gaps in services and determine clients' needs.
  • Prepares a variety of correspondence, periodic and special reports, informational publications, program documentation, policies, procedures and other written materials.
  • Perform related duties as assigned


 Ideal Candidate will possess:

Education: A Master's Degree in a related field is required for this Fellowship.

Knowledge of:
  • Principles, practices, and administrative requirements of the program to which assigned. 
  • Contemporary social, political and economic trends and problems related to community services. 
  • Principles of social planning and program development related to community services. 
  • Specialized technical knowledge related to assigned program area.
  • Monitoring and evaluating systems for community services programs. 
  • Formulation and function of community and volunteer organizations. 
  • Current social and community needs. 
  • Principles and practices in community development and services planning. 
  • Methods applied to the collection and evaluation of statistical data. 
  • Principles of community organization.
  • Applicable federal, state and local laws, rules and regulations and County and program policies and guidelines.
  •  Computer applications related to the work.
  •  Office administrative practices and procedures, including records management and the operation of standard office equipment.
Skill/Ability to: ·
  • Make independent judgments and work independently. 
  • Prepare concise reports and recommendations.
