In late 2011, the Health System began a lean journey that became a philosophy and practice of continuous improvement, or LEAP, which stands for "Learn, Engage, Aspire, Perfect". The LEAP Institute is chartered to actively catalyze the Health System in designing continuously improving systems for how the organization manages and improves its work and embeds principles-driven coaching throughout the organization. The LEAP Institute is a fast-paced, dynamic division of the Health System with a strong team-oriented culture, deeply committed to LEAP values of continuous learning, engaging every person in the organization in improvement, aspiring to provide our clients and residents with the best possible service, and being constantly driven to improve.

The Health System and the LEAP Institute are seeking a well-qualified individual for the position of LEAP Implementation Manager: LEAP Learning Systems Designer.

The occupant of this position will have a specialized focus on supporting design of learning systems. It is critical that this person embody LEAP values. Specifically, "learning" qualities such as humility and self- awareness; "engagement" qualities such as a deep commitment to service and collective stewardship; "aspiration" qualities such as embracing the theoretical limit as the ultimate target; and "perfecting" qualities such as adaptability and discipline.

The LEAP Learning Systems Designer will help shape and support strategic development to aid learning and continuous improvement across the LEAP Institute and Health System. Projects for this position include the design, implementation, and iteration of systems intended to advance organizational learning, for example by embedding innovative methods of knowledge capture, increasing access to information, developing collaborative project management best practices, systematically improving tools and practices, developing and adapting effective standards-based knowledge management systems and processes, operating and improving information technology infrastructure, and developing knowledge-centered support approaches with documentation libraries and workflows for content creation, service request fulfillment, and publication. This position could be an excellent fit for a professional with technical business analysis or program management experience who wishes to continue pursuing coaching and mentoring dimensions of growth, as well as continue to deepen in areas of process and system design.

Additional responsibilities include:
  • Promote and support the design, development and implementation of improvement services and processes across the San Mateo County Health System.
  • Support deepening of staff's ability to apply the scientific method to problem-solving, embody and promote a coaching culture, and generally strengthen a varied range of LEAP practices and values.
  • Partner with leaders to plan, organize, develop objectives for and sustain process changes in their operations.
  • Teach and coach multiple levels of the organization.
  • Lead, facilitate and evaluate the outcomes of complex process or program improvement projects, including improvement workshops and events.
  • Support and coordinate the development of LEAP educational and management tools.
  • Support data collection, analysis and reporting on performance outcomes.
  • Promote and champion LEAP thinking (Lean or A3 thinking) to support acceleration of the organization's ability to meet and exceed key strategic initiative and business outcomes.
  • Establish and maintain effective working relationships and efficient communication with key stakeholders.
  • Help shape communications for the Health System regarding LEAP efforts.

The ideal candidate will have:

Technical experience in:
  • Designing, developing, rolling out, and training users on systems that support organizational learning, ideally utilizing code bases, and relational and/or graph databases.
  • Power usage of modern computing systems, web-based technologies and productivity software, especially Asana and SharePoint; proficiency with Visio, graphic design, mind-mapping tools are a bonus.
  • Power usage of various information technology platforms and operating systems.
  • Development, implementation, and iteration of information systems, including building and designing to business and functional requirements, taxonomy creation, etc.
  • Reading and modifying code bases; ability to code is a bonus.
  • Developing and administering relational and/or graph databases.
  • Redesigning and optimizing business processes
  • Passion for organizing knowledge and increasing information access.

Coaching & lean skills and interest in:
  • Strong interest in learning, coaching to, and applying Lean improvement methodologies
  • Experience using one or more process improvement methodologies.
  • Demonstrated ability to coach individuals and groups from various disciplines.
  • Ability to analyze, interpret data and foster data-driven decision making.
  • Experience organizing multiple projects and tasks to meet deadlines and flexibility to quickly adjust to changing priorities.

Knowledge of:
  • Lean tools and concepts including Value Stream Mapping, A3 thinking, 5S events, Plan-Do-Check/Study-Act (PDCA or PDSA) and other structured problem solving tools, Daily Kaizen, and other advanced Lean technical concepts.
  • Lean process deployment and facilitation techniques.
  • Group process facilitation, whole system design, change management and conflict resolution techniques and practices.
  • Process improvement and continuous learning concepts and principles.
  • Project management techniques and principles.
  • Principles and practices of organization and process analysis.

Skill/Ability to:
  • Facilitate teams and manage change.
  • Teach Lean improvement concepts and principles to a diverse audience including staff at different levels of the organization, from senior management to line staff in clinical and non-clinical settings.
  • Develop and write training material content.
  • Analyze a wide variety of moderate to complex issues or sets of data and translate into meaningful information that is useful in shaping work at the enterprise-level.
  • Prepare and present clear, concise, and logical written and oral reports, correspondence, policies, procedures, and other written materials.
  • Make sound, independent decisions within established policy and procedural guidelines.
  • Organize and prioritize a variety of projects and multiple tasks in an effective and timely manner; organize own work, set priorities, and meet critical time deadlines.
  • Operate modern office equipment including computer equipment and specialized software applications programs.
  • Use English effectively to communicate in person and in writing.
  • Establish, maintain, and foster positive and effective working relationships with those contacted in the course of work.

Education and Experience:  Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying.  A typical way to qualify is:

Education: Graduation from an accredited college or university in health, public or business administration, nursing, medicine or related field.

Experience: Three years of increasingly responsible management experience, including direct project management or consulting experience in Lean management and operations.
