The San Mateo County Libraries is seeking candidates for the position of Communications Manager.
The Communications Manager will have the unique opportunity to engage our diverse communities and improve library services through the effective planning and implementation of marketing and public relations activities. The Communications Manager plans, directs, and implements a wide range of communication, community, and media relations programs that promote library services.

Examples Of Duties:
Key Responsibilities:
  • Oversee and manage the Library's new brand, ensuring that all communication, messaging, and design have a consistent look.
  • Monitor and manage day-to-day operations, including communications, creative development, production, measurement and optimization across all platforms
  • Gathers and analyzes community feedback through surveys, focus groups, and other data-gathering techniques. Uses feedback and market segmentation data from the library's strategic plan to develop appropriate and effective communication plans
  • Advise SMCL executive team and managers in the formulation, development, implementation, and evaluation of communication programs and media engagement activities
  • Engage in planning and evaluating new opportunities to leverage communication tools to meet the Library's goals
  • Direct and oversee the library website and social media strategy
  • Develop library policies and procedures related to public and media relations, communications and publications
  • Oversee media relations for all libraries; review and produce news releases, talking points, newsletters, presentations, and information distribution; maintain personal contact with key media people; serve as point of contact for all media inquiries and requests
  • Oversee development and content of print and web communications, including social media; write content that is consistent with our brand; promote internal and external information-sharing
  • Assist in the development and implementation of a benchmarking and measurement program to quantify the effectiveness of the Library's communication program and key initiatives, as well as the Library's brand and consumer perceptions
  • Select, supervise, train and evaluate staff
  • Oversee division budget and manage consultants, contractors and/or vendors providing communications or media-related services

Qualifications:
Education and Experience: Any combination of education and experience that would likely provide the required knowledge and skills is qualifying. A typical way of gaining the knowledge and skills is equivalent to a Bachelor's degree from an accredited college or university with major coursework in public relations, communications, journalism, business or public administration, or a related field and five (5) years of management experience in public affairs, media relations, or related area
Knowledge, Skills, and Abilities:
  • Administrative principles and practices, including goal setting, program development, implementation, and evaluation
  • Principles and practices of public information, media relations, and community outreach project and program development
  • Effective supervisory skills including staff mentorship and development
  • Knowledge and understanding of technology, new consumer trends, and the latest in social media innovation; deep and demonstrated understanding of social media tools
  • Excellent communication skills including strong verbal and written skills and effective conceptualization of messages for writing, speaking, and other methods of communication
  • Strong strategic planning, analytic and research skills
  • Flexibility and adaptability for work in a changing environment
  • Excellent interpersonal and creative problem-solving skills
  • Ability to work as a team member
  • Imagination, curiosity and a sense of humor

Anyone may apply. Current San Mateo County employees with at least six months (1040 hours) of continuous service in a classified regular, probationary, SEIU or AFSCME represented extra-help, or temporary position prior to the final filing date will receive five points added to their final passing score on this examination. Responses to the supplemental questions must be submitted in addition to our regular employment application form. The examination process will consist of an application screening based on the candidates' application and responses to the supplemental questions. Candidates who pass the application screening may be invited to a panel interview (weight:100%). Depending on the number of applicants, an application appraisal of education and experience may be used in place of other examinations or further evaluation of work experience may be conducted to group applicants by level of qualification. All applicants who meet the minimum qualifications are not guaranteed advancement through any subsequent phase of the examination. All examinations will be given in San Mateo County, California and applicants must participate at their own expense.
