The County of San Mateo Health System's Behavioral Health and Recovery Services Division is seeking a well-qualified individual for the position of Psychiatric Social Worker/Marriage and Family Therapist I/II-Child Welfare MH-Spanish Speaking Required. Psychiatric Social Workers/Marriage and Family Therapists, under general supervision, provide specialized psychiatric casework counseling and therapy services to either children and adolescents; provide individual and group therapeutic counseling and case management services to clients having basic and/or severe emotional, family, and/or social adjustment problems; and may supervise graduate interns.

The current vacancy is unclassified and works in the Behavioral Health and Recovery Services Division's Child Welfare Mental Health Unit.  The Clinician will drive to schools, community agencies, shelters and homes as needed to provide services and/or to attend meetings.

This Clinician's primary duties will include providing mental health assessments; conducting brief crisis/stabilization treatment for children 6-18 years of age and their families who have been referred by Children and Family Services (CFS); providing case management services to children in the shelter care foster system; working with clients who have court ordered or voluntary cases with Children and Family Services; working collaboratively with shelter care foster parents, parents/caretakers, and social workers; providing court reports; testifying in court cases as needed; and providing services that meet cultural and language needs of the youth and families being served.

This position will provide trauma informed child abuse treatment and work closely with the foster care system, as well as families at-risk of being involved in the foster care system. This is a field-based position, individual, family, and/or group therapy may be provided at shelter foster care, home site, school site, clinic and/or community based organization.

The ideal candidate will possess:
  • Experience delivering behavioral health services to emotionally disturbed children.
  • Solid clinical treatment, assessment, diagnostic and evaluation skills working with a youth population
  • Knowledge of principles, techniques and trends in counseling, psychotherapy, clinical case management, crisis management as well as trauma informed child abuse treatment and other evidence-based practices;
  • Experience working with youth with complex issues involving behavioral health and substance use;
  • Experience conducting individual, group and family therapy;
  • Solid documentation skills: progress notes, assessments, client care plans, etc.;
  • Demonstrated ability working with a broad range of clients from diverse cultures and backgrounds, and an ability to provide bilingual and culturally appropriate and proficient services.
  • Experience providing field-based services.
  • Collaboration and coordination of services with other providers.
  • Skill in establishing and maintaining productive working relationships with children/adolescents, their families, co-workers, other professionals, collaborative partners and the public.
  • Excellent oral and written communication skills.
  • Fluency in Spanish and English is required.
SALARY:
PSW/MFT I:  $5,599 - $6,999/month
PSW/MFT II:  $6,280 - $7,850/month

NOTE:  The current vacancy is an unclassified position. Unclassified positions are at-will and render services on a temporary basis for a specified project. Benefits are equal to classified employees in the same job classification, but are not covered by Civil Service Rules. However, the eligible list generated from this recruitment may be used to fill future extra-help, term, unclassified, and regular classified vacancies.
 Examples Of Duties:
Duties may include, but are not limited to, the following: 
  • Perform initial comprehensive assessments including diagnostic evaluation, risk assessment, behavioral symptoms, level of care needs, family history, and other information necessary to determine treatment needs.
  • Work collaboratively with client or family to develop appropriate treatment plans for and modify plans on an annual basis.
  • Conduct home or school visits.
  • Provide individual, group and family counseling/therapy sessions, clinical case management, and outreach services for clients toward the fulfillment of their treatment goals and wellness and recovery.
  • Participate in developing individual and group treatment plans utilizing a variety of psychotherapeutic, psychosocial and psycho educational modalities.
  • Provide linkage and referral to other county and community services.
  • Coordinate client transitions into services and discharges from treatment.
  • Complete progress notes for all services provided in client's electronic medical record according to established documentation timeline.
  • Supervise graduate interns.
  • Collect and evaluate medical or psychosocial data such as case histories, behavior patterns and family relationships of patients/clients.
  • Analyze factors which exert an adverse effect upon health problems, treatment, or recovery, or which may contribute to or are responsible for mental illness or affect the potential for rehabilitation.
  • Conduct treatment groups in schools and other community settings with emotionally and behaviorally disturbed children toward the goal of achieving higher functioning in interpersonal relationships and learning.
  • Work as a part of a multi-disciplinary clinical team. Provide consultation and education services.
  • Perform related duties as assigned.

 Qualifications:

Language Requirement: The ability to speak, read, and write fluently in both English and Spanish.

Licensure/Certification:
PSW I -
current California registration as a Clinical Social Worker Associate (ASW).
MFT I - current California Registration as a Marriage and Family Therapist intern (IMF).
Individuals hired in these classifications must become licensed within three years from the date of employment as a Clinical Social Worker or Marriage and Family Therapist by the State of California.

PSW-II -
current California license as a Clinical Social Worker (LCSW).
MFT II - current California license as a Marriage and Family Therapist (MFT).

Education and ExperienceAny combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying. A typical way to qualify is a Master's degree in Social Work, Social Welfare or a closely related field.

Knowledge of:  Current philosophy, principles, and practices for services to clients with serious mental illness and substance abuse issues; individual, group and family psychodynamics as they relate to adults or children; psychological diagnostic methods and terminology; personality development from infancy through adulthood; and human and health services systems in the County including private agencies and other community resources.

Skill/Ability to:  Provide treatment to children or adolescents with various mental disabilities ranging from serious mental illness to dysfunctional behavior patterns, including victims of sexual or physical abuse; set realistic treatment goals and facilitate their attainment; evaluate the degree of mental disability or emotional distress of patients/clients; provide consultation and technical assistance to agencies, schools and other organizations; work collectively within a multi-disciplinary team and communicate effectively orally and in writing.
