Public Works Technicians I/II perform a variety of journey sub-professional technical, field and office civil engineering work in a variety of technical areas within the Department of Public Works, such as Utilities, Watershed Protection, and Flood Control.

General duties may include, but are not limited to the following:
  • Provide customer service to the public and other governmental agencies in person, by phone and/or in writing, regarding County procedures and regulations, facility locations, plan requirements and property ownership, which may require the interpretation of policies and procedures.
  • Issue, prepare, and process sewer inspection and other permits for public works projects or other private and utility projects affecting County maintained facilities.
  • Enter, retrieve, and report information using Hansen or other similar computerized asset management systems and Geographical Information System (GIS).
  • Perform plan reviews and prepare plan review comments.
  • Write clear and professional letters, reports, and correspondence.
  • Prepare invoices for billing and payment requests.
  • Perform and monitor field work.
  • Perform other administrative duties, such as, filing, equipment inventory, research, etc.
  • Periodically attend public and/or professional and technical association meetings.
  • Closed landfill monitoring and reporting.
  • Review plans for connection to water distribution or wastewater collection systems.
  • Review claims for high water bills and water quality complaints, make inspections and resolve issues and problems where appropriate.
  • Provide support to utility staff and information to the public regarding water, wastewater, flood control and streetlight issues and questions.
  • Read water meters, checking for water leaks and replacing water meters as necessary.
  • Sewer and water rate reviews and recommendations.
  • Participate, in some capacity, in the preparation and tracking of the budget, the preparation of levying sewer service charges for the Tax Roll, and Outcome Based Management reporting and prioritization.

The ideal candidate for these positions will have the following knowledge, skills and abilities:
  • At least one year of experience in providing technical support to a related public works field such as engineering, drafting, construction, resource conservation, surveying, or related technical support field.
  • Provide excellent customer service in a professional and courteous manner.
  • Ability to perform well under pressure or stressful situations.
  • Ability to quickly learn work policies and procedures and adapt to the work environment.
  • Read and interpret drawings, engineering plans, and regional maps.
  • Work independently in the field and office and manage workload in an organized manner.
  • Communicate effectively orally and in writing and work professionally with the public and co-workers. 
  • Perform field work related to utilities (sewer, water, street lighting) construction projects.
  • Create documents, reports and maps with Microsoft suite applications, AutoCAD and Geographic Information Systems (GIS).
  • Understand sanitary sewer collection system equipment and operations.
  • Understand and apply environmental permitting requirements.
  • Understand and apply environmental regulations and compliance.

Licensure/Certification: Possession of a class C California driver license or equivalent.

Education and Experience: Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying. A typical way to qualify is:

Public Works Technician I: High school diploma with mathematics courses.

Public Works Technician II: Two years experience in providing technical support to a related public works field such as engineering, drafting, construction, resource conservation, surveying or related technical support field.

Knowledge of: Techniques, principles and practices related to the technical support area(s) to which assigned; basic engineering, drafting, survey and public works inspection terminology and concepts; principles and practices of plan review, field inspection and engineering drafting; applicable laws, codes and regulations; engineering mathematics through trigonometry; recordkeeping principles and practices; safety principles, practices and equipment related to the work; standard office practices and procedures, including filing and the operation of standard office equipment; techniques for dealing with the public, in person and over the telephone.

Skill/Ability to: Perform engineering support work in the technical support area(s) to which assigned; perform independent research for collecting and summarizing information for the technical support area(s) to which assigned; use the office and field tools and equipment of the technical support area(s) to which assigned; prepare detailed written reports, correspondence and professional documents; use initiative and independent judgment within established procedural guidelines; interpret, apply and explain applicable codes and regulations; make accurate engineering calculations; read and interpret a variety of plans, specifications and other technical documents; maintain accurate records of work performed; perform basic drafting and mapping work; perform basic field data collection and inspection work; establish and maintain effective working relationships with those contacted in the course of the work; use computer for word processing, spreadsheet, GIS mapping, and AutoCAD drafting.

Open and Promotional. Anyone may apply. Current San Mateo County and San Mateo County Superior Court employees with at least six months (1040 hours) of continuous service in a classified regular, probationary, SEIU or AFSCME represented extra-help/term position prior to the final filing date will receive five points added to their final passing score on this examination.

The examination will consist of a written test (weight: pass/fail) and a panel interview (weight: 100%) which may include a written exercise. Depending on the number of applications, an application screening may be conducted in place of the written test. All examinations will be given in San Mateo County, California and all applicants must participate at their own expense.
