The County of San Mateo Department of Public Works invites applications for Construction Project Manager (CPM).

The Department of Public Works is involved in the planning, design, and construction of infrastructure projects within the unincorporated areas of San Mateo County. Our mission is to provide the public with safe, accessible roads and structures that make their communities more livable. The Capital Projects Group is responsible for delivering a wide variety of building construction projects for the County's airport, hospital, parks, correctional facilities, and state courts. Your role as the project leader will require you to have technical, organizational, project administrative, and budgeting skills.

Under general supervision, the CPM is responsible for coordinating technical, administrative and management activities related to County facilities construction projects. The CPM will also manage a number of simultaneous construction improvements and major maintenance projects, which may include building infrastructure, underground, structural, system upgrades, solar, retrofits, replacement of equipment and components, remodels, expansions, and new building construction.

The ideal candidate for the Construction Project Manager position will have at least three years of experience managing a variety of public building and facility projects that may involve work on administrative, medical, detention, judicial, parks, and support facilities OR at least three years of experience working with multidisciplinary building design and construction teams of engineering, architectural, planning, geotechnical, environmental, mechanical, electrical, drafting, inspection and support staff.
 
In addition, the ideal candidate will possess the following knowledge, skills, and abilities:

  • Strong verbal construction project management skills to help ensure projects are delivered on schedule and within budget.
  • Knowledge and experience with government contracting and procurement.
  • Knowledge and experience with the Office of Statewide Health Planning and Development (OSHPD) permitting projects (highly desired), and or knowledge and experience with delivering energy and renewable projects (highly desired). 
  • Excellent analytical and report-writing skills to formulate and write comprehensive technical reports, specifications and business correspondence.
  • Strong organization and coordination skills to manage many projects simultaneously.
  • Proficiency in the use of computers for complex spreadsheets, word-processing, cost-tracking, scheduling and project management programs.
  • Solicit bids, conduct pre-bid walks, conferences, analyze and qualify bids and proposals, vendor selections.
  • Familiarity with current technological resources for project development and monitoring, e.g., BIM, Job Order Contracting (JOC), Design Bid Build etc.
  • Coordinate and monitor contract performance, acceptance of work and other related activities associated with completion of projects.
  • Work with, but are not limited to consultants, architects, engineers, end users, building inspectors, maintenance and operations staff, contractors and vendors.
  • Ability to establish and maintain effective working relationships with clients and co-workers.
  • Superior communication skills, both orally and in writing.

There are currently 2 vacancies in the Department of Public Works. One vacancy is Permanent and the second vacancy is Limited Term. Limited Term Employees are assigned to assignments not to exceed three years. They receive medical and dental benefits, similar to regular employees, and a defined contribution retirement plan. Qualifications

Education and Experience: Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying. A typical way to qualify is three years of experience as a construction superintendent, project manager or estimator for commercial or industrial construction, or as a superintendent of buildings and grounds for large complexes, or as a construction contract administrator in a public agency.

Knowledge of:

  • Design and construction processes, practices, means and methods, costs, schedules, contracts, insurance, and legal requirements applicable to public works projects.
  • Building Codes, operations, maintenance and repair work, and general construction including but not limited to grading, concrete, foundations, framing, structural, heating and air conditioning, controls, hazmat abatement, electrical, plumbing, roofing, sheet metal, masonry, finish carpentry, painting, signage, specialty equipment, etc.
  • Contracting modes (e.g. unit prices, lump sum, not-to-exceed, time-and-material, negotiated, etc.), and methods (informal bid, Board approved bids, Job Order Contracting, etc.).
  • Tools, materials, methods and practices employed in the operation, maintenance, remodel, and repair of countywide facilities.
  • Administrative and clerical procedures and practices.
  • Construction project management software.
  • Construction safety standards, procedures, best practices and personal protective equipment.
  • Current environmental standards and requirements, including but not limited to C3, CalGreen, and LEED® processes.
Skill/Ability to:
  • Drive to and from job sites located throughout County; walk construction sites and/or natural terrain; climb stairs, ladders, scaffolds, lifts, and inspect confined spaces.
  • Effectively use computer and applications related to construction project management (e.g. MSOffice®, MSProject®, Primavera®, Suretrack©, Expedition®, Prolog®, others).
  • Estimate multi discipline, budgetary, and detailed cost for construction labor, materials and equipment.
  • Interpret and develop contractual clauses, negotiate scopes and costs on proposals and change orders with consultants and contractors to the County's benefit.
  • Formulate and write comprehensive technical reports, specifications, and business correspondence.
  • Organize and coordinate the various elements and logistics of a major project, including scheduling and documenting progress meetings with stakeholders.
  • Direct and maintain a large number of simultaneous projects countywide.
  • Prepare and maintain work schedules, monitor budgets and present progress reports.
  • Establish and maintain effective working relationships with project's stakeholders.
  • Communicate effectively, both orally and in writing.

Current San Mateo County employees and San Mateo County Superior Court employees with at least six months (1040 hours) of continuous service in a classified regular, probationary, SEIU or AFSCME represented extra-help/term position prior to the final filing date will receive five points added to their final passing score on this examination.

The examination will consist of an application screening (weight: pass/fail) based on the candidate's application and responses to the supplemental questions. Candidates who pass the application screening will be invited to a panel interview (weight: 100%). Depending on the number of applicants, an application appraisal of education and experience may be used in place of other examinations, or further evaluation of work experience may be conducted to group applicants by level of qualification. All applicants who meet the minimum qualifications are not guaranteed advancement through any subsequent phase of the examination. All examinations will be given in San Mateo County, California, and applicants must participate at their own expense
