Psychiatric Social Worker/Marriage and Family Therapist I/II - Spanish Speaking Preferred (Open)
The County of San Mateo's Human Services Agency, Children and Family Services Branch is seeking well-qualified and motivated individuals for the position of Psychiatric Social Worker/Marriage and Family Therapist. Psychiatric Social Workers (PSW)/Marriage and Family Therapist (MFT), under general supervision, provide therapeutic counseling and support services to children and families connected to the child welfare system and individual and group therapeutic counseling and case management services to clients having basic and/or severe emotional, family, and/or social adjustment problems.
The current vacancies are in the Children and Family Services Branch. One vacancy is in the San Mateo County - Foster Family Agency (SMC FFA) therapeutic program, one vacancy is in the Pathways to Well-Being program, and one vacancy is in the San Mateo County Family Resource Center (FRC) (description of the programs is below). The PSW/MFT I/II may travel throughout San Mateo County to schools, community agencies, and homes as needed to provide services and/or to attend meetings.
The San Mateo County Foster Family Agency (SMC FFA) therapeutic program utilizes a team approach when providing support to children exhibiting high-need trauma-related behaviors entering the county's foster care system by providing Intensive Treatment Foster Care services. The SMC FFA PSW/MFT acts as the point of entry for new referrals to the SMC FFA program. The PSW/MFT is responsible for coordinating and monitoring the mental health services, including psychotropic medication, for the children in the program; coordinating, facilitating, and creating individualized needs and services plans for the youth; providing therapeutic support services to the youth and resource parent as needed; and developing and coordinating the monthly foster parent trainings. PSW/MFT also assists with the recruitment and retention of SMC FFA foster homes and collects statistical data on all youth referred to the program.
The Pathways to Well-Being (PTW) PSW/MFT is the liaison between the behavioral health recovery services system and child welfare. The PTW PSW/MFT assists social workers in ensuring all children with open child welfare cases receive timely and effective mental health screens and are referred for appropriate mental health services, as well as organizes the data to track the mental health services the children/youth are connected to. The PTW PSW/MFT also provides clinical support services to children and families. This position requires the applicant to be Spanish-speaking.
The San Mateo County Family Resource Center (FRC) is a school-based early intervention and prevention program. The FRC PSW/MFT provides clinical and case management services to children and families within the school setting. This includes providing therapeutic services one-on-one or in small groups to help children and their families with socio-emotional issues, behavioral difficulties, and family issues that often are impacted by trauma.
In all three programs, the PSW/MFT's primary duties will include providing mental health assessments, clinical case management, and resource and referral management services; conducting brief crisis/stabilization intervention services; working with children and families receiving child welfare services; working collaboratively with foster parents, children/youth, parents/guardians, social workers, school staff members, and other service providers; writing court reports; testifying in court cases as needed; and providing services that meet cultural and language needs of the children and families being served. This position requires the applicant to be Spanish-speaking.
The ideal candidate will possess:
- Experience delivering behavioral health services to children exhibiting challenging behaviors due to trauma.
- Solid clinical treatment, assessment, diagnostic and evaluation skills working with a youth population.
- Knowledge of principles, techniques and trends in counseling, psychotherapy, clinical case management, crisis management, as well as trauma-informed child abuse treatment and other evidence-based practices.
- Experience working with youth with complex issues involving abuse and neglect, trauma, behavioral health, and substance use.
- Experience conducting individual, group, and family therapy.
- Solid documentation skills: progress notes, assessments, needs and service plans, etc.
- Experience providing field-based services.
- Collaboration and coordination of services with other providers.
- Experience working with multi-cultural clients and staff from a trauma-informed perspective, including ensuring services provided are culturally-relevant and involve the child and family's participation to nurture the child's well-being.
- Experience establishing and maintaining effective work relationships.
- Effective oral and written communication skills.
PSW/MFT I: $5,766.80 - $7,208.93/month
PSW/MFT II: $6,468.80 - $8,086.00/month

Duties may include, but are not limited to, the following:
- Perform initial comprehensive assessments including diagnostic evaluation, risk assessment, behavioral symptoms, level of care needs, family history, and other information necessary to determine treatment needs.
- Work collaboratively with client or family to develop appropriate treatment plans for and modify plans on a quarterly basis.
- Conduct home or school visits.
- Provide individual, group and family counseling/therapy sessions, clinical case management, and outreach services for clients toward the fulfillment of their treatment goals and wellness and recovery.
- Participate in developing individual and group treatment plans utilizing a variety of psychotherapeutic, psychosocial and psychoeducational modalities.
- Provide linkage and referral to other county and community services.
- Coordinate client transitions into services and discharges from treatment.
- Complete progress notes for all services provided according to established documentation timeline.
- Collect and evaluate medical or psychosocial data such as case histories, behavior patterns and family relationships of clients.
- Work as a part of a multi-disciplinary clinical team. Provide consultation and education services.
- Perform related duties as assigned.
- PSW I - current California registration as a Clinical Social Worker Associate (ASW) or MFT I - current California Registration as a Marriage and Family Therapist intern (IMF). Individuals hired in these classifications must become licensed within three years from the date of employment as a Clinical Social Worker or Marriage and Family Therapist by the State of California.
- PSW II - current California license as a Clinical Social Worker (LCSW) or MFT II - current California license as a Marriage and Family Therapist (MFT).
Education and Experience: Any combination of education and experience that would likely provide the required knowledge, skills, and abilities is qualifying. A typical way to qualify is Master's degree in Social Work, Social Welfare, or a closely related field.
Knowledge of: Current philosophy, principles, and practices for services to clients with emotional disturbance or serious mental illness; individual, group and family psychodynamics as they relate to children or adults; psychological diagnostic methods and terminology; personality development from infancy through adulthood; human and health services systems in the County including private agencies and other community resources.
Skill/Ability to: Provide treatment to children, adolescents, or adults with various mental health disabilities ranging from emotional disturbance or serious mental illness to dysfunctional behavior patterns, including victims of sexual or physical abuse; set realistic treatment goals and facilitate their attainment; evaluate the degree of mental disability or emotional distress of patients/clients; provide consultation and technical assistance to agencies, schools, and other organizations; work collectively within a multi-disciplinary team; and communicate effectively orally and in writing.
