Description

The County of San Mateo Human Services Agency's Financial Services Branch is seeking a collaborative member and a leader to join its Public Assistance Claiming and Reporting Unit as Senior Accountant. The Public Assistance Claiming and Reporting Unit is responsible for submitting accurate and timely assistance claims and reports to the California Department of Social Services.

Under the direct supervision of a Financial Services Manager, the Senior Accountant will review, prepare and submit claims and reports as well as perform complex professional accounting work relative to other divisional accounting procedures and records. The Public Assistance Claiming and Reporting Unit is responsible for ensuring that the daily benefit payments are issued; performing benefit issuance reconciliations; tax intercept maintenance; blank Electronic Benefit Transfer (EBT) card ordering and distribution; and related HSA claiming and reporting activities, like the Assistance Claiming (CA 800), CalFresh and Cash Assistance Program for Immigrants (CAPI) issuance and repayments reporting.

Incumbents in this class exercise a high degree of independent judgment on diverse and specialized projects and have significant accountability and ongoing decision making associated with their work. Incumbents may identify and implement full accounting systems, initiate modifications to fiscal recordkeeping systems, make projections of revenues and expenditures, and participate in the budgeting process. This position may supervise Accountants and Fiscal Office Specialists.

Example of Duties:
Duties may include, but are not limited to the following:

  • Prepare and review the monthly assistance claims report.
  • Review monthly and quarterly fiscal reports.
  • Oversee the Unit's fiscal compliance, monitoring, and claiming.
  • Maintain accounting and auditing controls; establish, balance and reorganize records.
  • Coordinate cross-divisional fiscal data collection and collaboration.
  • Prepare journal entries and periodic reconciliations of general ledger, journal, subsidiary accounts and bank statements.
  • Compile and prepare financial statements, general and subsidiary ledgers and supporting schedule.
  • Maintain varied departmental cost accounting records; disburse funds to various accounts and/or billings for reimbursement as required.
  • Facilitate and direct internal and external governmental program audits.
  • Analyze County Fiscal Letters, federal, state and county regulations and report instructions to determine fiscal and budgetary impact.
  • Review and recommend modifications to accounting and other internal systems and procedures; upon approval, implement new or modified systems and procedures.
  • Establish strong communication channels with program managers and other fiscal partners, from both internal and external agencies.
  • Provide direction, supervision, training, work review and/or evaluation to assigned professional and fiscal support staff on an ongoing basis.
  • Provide input into selection decisions and disciplinary matters.
  • Perform related duties as assigned.

The ideal candidate will possess:
  • Three years of increasingly responsible experience performing a wide variety of financial duties in a public agency.
  • Experience supervising fiscal staff.
  • Ability to organize and prioritize a variety of projects and multiple tasks in an effective and timely manner; organize own work, set priorities, and meet critical time deadlines.
  • Experience with principles and practices of County department operations and its administration and organization.
  • Knowledge and experience with the public finance principles, including public assistance claiming and reporting.
  • Experience with principles, practices, and procedures of compliance and claiming and audit facilitation.
  • Project management, problem-solving, organizational and critical thinking skills.
  • Ability to identify and implement process improvements.
  • Proficient in MS Office Suite and accounting software such as OFAS.
  • Excellent written and verbal communication skills.

NOTE: This is an extra-help, at-will position, paid on an hourly basis. Some extra help positions are eligible for benefits under the Affordable Care Act. Extra help employees are not guaranteed permanent status at the end of the assignment.

Qualifications

Education and Experience: Any combination of education and experience that would likely provide the required knowledge and skills is qualifying. A typical way to obtain the required knowledge and skills is:  

  • Equivalent to graduation from a four year college or university with major coursework in accounting, finance, business administration or a closely related field and one year of journey level accounting experience.
  • This classification requires the successful completion of a minimum of twelve semester units of college level accounting coursework.

Knowledge of:
  • Basic supervisory principles and practices.
  • Principles, practices and terminology of general, fund and governmental accounting.
  • Principles and practices of business data processing, particularly as related to the processing of accounting information.
  • Principles of public finance.
  • Applicable laws regulating public fiscal operations.
  • Budgeting principles and terminology.
  • Auditing and financial reconciliation principles and methods.

Skill/Ability to:
  • Plan, direct, review, and evaluate the work of assigned support staff.
  • Train others in work procedures.
  • Review, analyze, post, balance, interpret and reconcile complex financial data and accounts.
  • Develop and implement accounting systems and procedures.
  • Verify the accuracy of financial data and information.
  • Ensure proper authorization and documentation for disbursements.
  • Interpret and apply complex financial procedures and legal documents.
  • Exercise sound independent judgment within established policy guidelines.
  • Prepare and direct the preparation of clear, concise and complete financial reports and statements, audit reports and audit work papers.
  • Make accurate mathematical and statistical calculations.
  • Establish and maintain effective working relations.
