The STD/HIV Program of the County of San Mateo County Health System's Public Health, Policy and Planning Division has an immediate opening for a well-qualified STD/HIV Community Outreach Worker-Spanish Speaking Required to work as part of a team to provide STD/HIV outreach, education, and testing to communities at increased risk for sexually transmitted infections, HIV, and Hepatitis C disease. This position will provide outreach to high-risk populations from a variety of sexual and drug using behaviors, life experiences, backgrounds, ethnicities, cultures, and socio-economic backgrounds, e.g., injection drug users (IDUs), men who have sex with men (MSMs), transgender individuals, sex workers, homeless, migrant workers, etc. Work is performed (days, nights and weekends when necessary) in areas where these communities congregate or can be reached; such as bars, parks, adult bookstores, sex cruising areas, alcohol and drug recovery programs, correctional facilities, community fairs, low-income neighborhoods, etc.

The current vacancy is in the HIV Prevention Unit located in San Mateo, CA.  The position is stationed in San Mateo, but will travel/drive throughout the County to perform duties of the job.
 
The STD/HIV CW will provide both field and site-based STD/HIV outreach, education, and testing as needed in the mobile HIV testing van, satellite sites, or via testing on demand. Some of the primary duties of the STD/HIV Community Outreach Worker include, but are not limited to the following:

  • With a team of outreach workers, provide on-the-street HIV prevention education to individuals at high risk for HIV from drug-use, sexual behaviors, or other risky behaviors.
  • Provide outreach in target communities in which people reside or congregate.
  • Provide HIV/STD prevention messages and outreach via internet and social media applications
  • Work non-traditional hours that are based on the needs of the target communities.
  • Identify areas of the county where high-risk groups congregate and build rapport with the communities.
  • Screen clients' risks for HIV, Hepatitis C and Syphilis, and encourage testing as appropriate.
  • Maintain all necessary documentation of services and submit reports in a timely manner.
  • Drive a 30-foot mobile testing van.

This Outreach Worker will use their expertise in the following areas:  STDs, HIV and Hepatitis C transmission, primary and secondary prevention methods, course of infection and treatment; behavior change, harm-reduction and outreach techniques; social media and internet-based outreach methods; substance use/abuse, recovery and treatment issues; high-risk groups described above; diverse cultural values; and medical, social service and other community resources available.  Additionally, will identify and work in communities with the greatest risk for STD/HIV infections; relate to and communicate effectively with the targeted population; refer clients to appropriate community resources; and compile concise and accurate data regarding the client populations and services performed.

The ideal candidate for this position:
  • Is self-motivated;
  • Has at least two years of experience providing outreach and counseling for HIV/AIDS prevention in a variety of communities similar to the County;
  • Can work comfortably with diverse populations in a non-judgmental manner;
  • Is certified as an HIV Test Counselor utilizing finger-stick procedures for specimen gathering;
  • Is a certified Phlebotomy Technician;
  • Has a good knowledge of STDs, HIV, and Hepatitis C disease, transmission, and prevention;
  • Has experience driving a large van; 
  • Has strong oral communication and documentation skills;
  • Has used bilingual Spanish speaking skills to engage and assist clients; and
  • Is compassionate, a team worker and has excellent interpersonal skills.

Qualifications

Language Requirement:  Ability to speak, read, and write fluently in both English and Spanish.

License:  Valid California class C driver license or equivalent.

Experience and Education: Any combination of education and experience that would likely provide the required knowledge and skills is qualifying. A typical way of gaining the knowledge and skills is two years of experience which has involved providing outreach, educating and testing for STDs and HIV.

Knowledge of:  Problems, needs, attitudes and behavior patterns of the client population and of the total community served; social and community resources; techniques for group and individual counseling; basic case management processes; identification and utilization of social and community resources; basic case management processes; perform clerical support work with accuracy, speed, and minimal supervision; techniques for effectively representing the County in contacts with the general public, other agencies, community groups, and various business, professional, educational, and regulatory organizations; techniques for providing a high level of customer service by effectively dealing with the public, clientele, and staff; basic recordkeeping principles and practices; and modern office practices, methods, and computer equipment and applications related to the work.

Skill/Ability to:  Address the client population's unique needs in a culturally sensitive manner; relate and communicate effectively with the community served; learn and understand the organization and operation of the assigned department and of outside department and agencies as necessary to assume assigned responsibilities; respond to and effectively prioritize multiple phone calls and requests for service; file materials alphabetically, chronologically, and numerically; use English effectively to communicate in person, over the telephone, and in writing; establish, maintain, and foster positive and effective relationships with those contacted in the course of work; interpret and apply administrative and departmental policies and procedures; organize, maintain, and update office database and records systems; organize own work, set priorities, and meet critical time deadlines; enter and retrieve data from a computer with sufficient speed and accuracy to perform assigned work; use tact, initiative, prudence, and independent judgment within general policy, procedural, and legal guidelines; interpret agency programs and policies to members of the community served; write clear and comprehensive reports; and stand and walk for extended periods of time and lift and carry equipment and supplies used in the course of the work.

The examination process will consist of a scored relevant Training and Experience (T&E) evaluation (weight: 100%) based solely on the candidates' responses to the supplemental questions. Because of this screening process, all applicants who meet the minimum qualifications are not guaranteed advancement to the next phase of the examination process. Depending on the number of applicants, an application appraisal of education and experience may be used in place of other examinations. 

Candidates who receive a passing score in the Training and Experience evaluation will be placed on an eligible list grouped by level of qualifications. The top level candidates will be the first group offered an opportunity to interview with the hiring department. All examinations will be given in San Mateo County, California and applicants must participate at their own expense.
